KAJIAN HUKUM PERAN “APOTEKER” DALAM SAINTIFIKASI JAMU

ABSTRACT Background: The Regulation of Minister of Health, Permenkes 003/MENKES/PER/2010 on scientification of herbal medicine also elucidate to regulation on human resources and recording, yet the regulation has not analyzed roles of pharmacists. The study aimed to determine roles of pharmacists associated with the legislation on scientification of herbal medicine. Methods: tt was conducted in 3 (three) municipality of Surabaya, Yogyakarta and Denpasar, with respondents among pharmacists especial/y whom practice in community pharmacy Data were col/ected by discussion to have conclusions on argumentation of law then fol/owed by round table discussion with experts in law, professional organization of pharmacist (Ikatan Apoteker lndonesia) and The National Commisions of scientification herbal medicine. Results: Results showed that the roles and responsibilities of pharmacists in scientification of herbal medicine compose of process on formulating/supplying simplicia and storage, prescription services including screening prescriptions, medication preparation, compounding, label/ing, packaging of drugs, drug delivery, and drug information, counseling, monitoring drug use, promotion and education, home care as well as recording and reporting. The analysis concluded that it needs special regulation pharmacist roles on scientification of herbal medicine complementary to Permenkes No. 03/2010 to elucidate more detaiIs the roles of pharmacists to the preparation of service-based research in health care facilities (c1inics herbal medicine) and scientification of herbal medicine, the synergy to conventional treatment and enhance use of nature medicines as traditional health care. The addition Permenkes needs to include Record Pharmaceutical Formulations (Pharmaceutical Record) conducted by a pharmacist on scientification of herbal medicine. Recommendation: tt is recommended that in addition to Permenkes 003/MENKES/PER/2010 it requires complementary Permenkes to regulate pharmacists on scientification of herbal medicine that differs from pharmacists in general, as consist of curriculum related to scientification of herbal medicine in Pharmacy group and stressing the col/aboration between physicians and pharmacists for program activity on scientification of herbal medicine in accordance to the Republic of lndonesia affairs. Key words: roles of pharmacists, scientification of herbal medicine, Permenkes 003/Menkes/2010 ABSTRAK Permenkes No. 03/MENKES/PER/2010 tentang saintifikasi jamu antara lain menjelaskan tentang tujuan pengaturan ketenagaan serta pencatatan tentang saintifikasi jamu, namun dalam Permenkes tersebut belum dikaji tentang peran dari apoteker. Tujuan dari peneitian ini untuk mengkaji peran apoteker terkait dengan peraturan perundang-undangan tentang saintifikasijamu. Penelitian dilakukan di 3 (tiga) kota yaitu Surabaya, Yogyakarta dan Denpasar, dengan sasaran penelitian apoteker khususnya yang praktik di farmasi komunitas dengan cara diskusi untuk dibuat kesimpulan berupa argumentasi hukum, selanjutnya dilaksanakan Round Table Discussion (RTD) dengan pakar Hukum, organisasi profesi (Ikatan Apoteker lndonesia) dan Komisi Nasional Saintifikasi Jamu. Hasil penelitian menunjukkan bahwa peran dan tanggung jawab apoteker dalam saintifikasi jamu meliputi proses pembuatan/penyediaan simplisia dan penyimpanan, pelayanan resep mencakup skrining resep, penyiapan obat, peracikan, pemberian etiket, pemberian kemasan obat, penyerahan obat, dan Informasi obat, konseling. monitoring penggunaan obat. promosi dan edukasi, home care. serta pencatatan dan pelaporan. Dari analisis perundang-undangan disimpulkan bahwa diperlukan Permenkes khusus yang menjabarkan peran Apoteker saintifikasi Jamu yang komplementer dengan Permenkes No. 03/2010 dan diperinci secara jelas tentang peran apoteker saintifikasi jamu tentang preparasi jamu, sinergi dengan pengobatan konvensional dan meningkatkan penggunaan obat bahan alam sebagai pelayanan kesehatan tradisional. Di samping itu di dalam Permenkes khusus tersebut perlu dicantumkan tentang Pharmaceutical Record yang dilakukan oleh seorang apoteker saintifikasi jamu. Disarankan di samping Permenkes 003/MENKES/PER/2010 diperlukan Permenkes pendamping yang mengatur tentang apoteker Saintifikasi Jamu yang berbeda dari apoteker pada umumnya, memasukkan secara khusus kurikulum yang terkait dengan Saintifikasi jamu di pendidikan rumpun ilmu kesehatan, termasuk Farmasi serta menegaskan kolaborasi antara dokter dan apoteker dalam gerakan program Saintifikasi Jamu demi kepentingan NKRI.
